Chairman of the Law Reform Commission of Hong Kong’s Access to Information Sub-Committee

Russell was called to the Bar of England and Wales by the Honourable Society of the Inner Temple in 1986, of which Inn he is now a Bencher. He moved to Hong Kong in 1990, joined the Hong Kong Bar in 1991, and practises from Temple Chambers. He has a broad practice in civil and commercial law.

Russell took silk in 2006, is a Chartered Arbitrator, and sits as Recorder in the Court of First Instance of the High Court. He is also a CEDR Accredited Mediator.

Russell was the Chairman of the Bar Council of the Hong Kong Bar Association in 2009 and 2010.
